To optimize the space, its operation facility is operated together with the adjacent civic hall. The illumination of the glass screen that is the exterior\u2019s most notable feature serves as a \u201cwelcome light\u201d for the hall\u2019s visitors. Since this is a public facility, the design both creates a theatrical light ambience using long-life discharge lamps, fluorescent lamps, and LED to reduce running cost and maintenance frequency.<br \/>\nThe design also avoids exposing nearby homes to light pollution.
